Statement from the Maryland Board of Physicians

As a state licensing authority, the Maryland Board of Physicians (Board) is neither an employment agency nor a criminal enforcement agency. The Board is not statutorily authorized to conduct criminal investigations involving potential social security number (SSN) fraud.

Dr. Akoda applied to the Board for licensure with an SSN issued by the Social Security Administration.  As with each application the Board receives, Dr. Akoda's application and credentials were reviewed according to statutory and regulatory requirements, including verification of his credentials through the Educational Commission for Foreign Medical Graduates (ECFMG), the primary source of verification for foreign medical graduates applying for licensure. The Application for ECFMG Certification consists of questions that require applicants to confirm their identity, contact information, and graduation from or enrollment in a medical school that is listed in the World Directory of Medical Schools (World Directory) as meeting eligibility requirements for its students and graduates to apply to ECFMG for ECFMG Certification and examination.

ECFMG verifies every applicant’s medical school diploma with the appropriate officials of the medical school that issued the diploma and requests that the medical school provide the final medical school transcript.

It is instructive that until Dr. Akoda was finally convicted of SSN fraud in 2016, after a lengthy criminal investigation, his fraudulent activities went undetected for a significant length of time by the federal criminal enforcement agencies with the legal obligation and expertise to detect and prosecute such fraud. Dr. Akoda’s SSN fraud was similarly undetected by hospitals, other employers, and the ECFMG.
