Combine water, sugar, salt, garlic powder, onion powder, and baking soda in small bowl and stir to dissolve. Sprinkle mixture over meat in bowl and toss to combine; set aside for 15 minutes.
Meanwhile, combine oil, paprika, oregano, fennel seeds, black pepper, and pepper flakes in separate bowl. Microwave spice mixture at 50 percent power until fragrant, 30 seconds to one minute.
Add spice mixture to ground meat and work with rubber spatula until evenly combined. Shape meat into patties or links and cook as desired.
